This tree is in the parking lot of a large retail area. The trees were planted by the landscape service, tied and staked to isolate them, and then left to fend for themselves. After a few years, the tree grew right over the straps. No one took the time to inspect and/or cut off the ties. In fact, about 10 more trees in the same parking area were just like this one. Shrub Doctor recommends that the homeowner keep a close eye on their newly staked trees, and adjust the tie downs as needed. Under normal conditions, a properly planted tree should not need the ties after the second growing season.
